Congo Brazzaville Experts Trained in Disaster Risk Management in South Africa to Establish Specialized Centre Back Home

A delegation of three interdisciplinary experts from Congo Brazzaville was dispatched to South Africa from 4th – 11th June where they attended, amongst others, the training course on “Disaster Risk Reduction and Vulnerability”, a United Nations University Vice Rectorate in Europe (UNU-ViE) initiative organized by the UNU-EHS and the Disaster Risk Management Training and Education Centre for Africa (DiMTEC) of the University of the Free State (UFS). The ultimate goal of the trainings is to establish a center for disaster risk management and prevention in Brazzaville, the capital of the Republic of Congo.
Environmental risks such as sedimentation and floods are observable in various parts of Brazzaville making the land unsafe for its inhabitants. There is currently no infrastructure in the city that deals specifically with these environmental and societal problems, so the state of the land is slowly deteriorating. This is why the UNU in Bonn is working closely with the city of Congo Brazzaville and the DiMTEC/ UFS to bring a new center for disaster risk management and prevention to Congo Brazzaville. This is being done by training local Brazzaville experts on how to deal with risks and helping them create a network in the sector.

During their time in South Africa, the delegation followed the UNU-EHS training and visited relevant institutions and centres in George, City of Cape Town, and City of Strand. This was carried out in order to establish useful links to foster science exchange and to gain from first-hand experience with regard to prevention of natural disasters and risks.

The experts visited the Disaster Management Training and Education Centre for Africa (DiMTEC) which functions as a Centre within the Faculty of Natural and Agricultural Sciences at the University of the Free State, South Africa and met with the Director of DiMTEC. Its main activities include training, education and consultation in all fields related to disaster and disaster risk management.

An additional place they visited was the Disaster Management Institute of Southern Africa (DMISA), a non-profit association for disaster management professionals in Southern Africa. DMISA aims to create learning and networking opportunities for its members - furthering the interests of the disaster management profession in Southern Africa and ultimately reducing Southern African vulnerability to disasters.

Outcomes

In the course of the mission, it was agreed that a team comprised of representatives of both institutes, UNU-ViE and DIMTEC will undertake a principal mission to Congo Brazzaville for field analysis and face-to-face meetings with ministries and the Mayor of the City of Brazzaville.

Congolese officials (Ministry of Cooperation, Humanitarian Action and Solidarity and City of Brazzaville) and the project team are planning to attend a conference on prevention and disaster risk management policies which will take place in South Africa in September 2009.

In addition, they envisage attending an annual conference on disaster risk reduction organised by DMISA 7th to 8th October 2009.

The annual conference of the Institute DMISA is the biggest disaster management conference in Africa, and routinely attracts more than 350 delegates. The Institute is recognised as the mouthpiece of the Disaster Management profession in Southern Africa and is accredited by the South African Local Government Association (SALGA) as well as the United Nations’ International Strategy for Disaster Reduction (UN/ISDR).The conference provides an annual opportunity for a diverse range of stakeholders in disaster risk management from across Africa to gather and share skills, knowledge and experience


In November 2008, two of the Congo Brazzaville experts had followed a custom-made three week training on Risk Management at the UNU-EHS in Bonn, Germany. The training was given by the now former Head of Risk Management, Juan Carlos Villagran de Leon. The experts visited various German Risk Management centers and institutes during their stay.
